The LexisNexis® Risk Solutions Risk Defense Platform (RDP) is a risk-based policy decisioning engine that performs identification services and defends against fraud threats to support client systems with onboarding and authentication.
RDP has been approved by Kantara Initiative as a Component Service, conformant with NIST SP 800-63 rev.3 (Technical) Class of Approval, at Identity Assurance Level 2 (IAL2).
RDP provides client CSPs single integration point to the RDP policy decisioning engine and allows those clients to implement and modify risk-based fraud management strategies based on their business policies or changing market conditions. RDP supports device binding, document authentication with portrait match and liveness check, verification, phone matching with an authoritative source and one-time passcodes (OTPs). RDP also supports other fraud mechanisms and can be configured to provide knowledge-based verification (KBV) and non-public record questions.
LexisNexis Risk Solutions RDP provides organizations with a digital identity solution that – with the proper level of friction – both allows for an equitable experience for users and stops fraud.
Approved Service – Neustar Information Services
Neustar’s service, known as Caller Authentication, Identity Verification and Digital Identity Risk focuses on providing robust identity verification services in support of the full identity proofing transaction flow of a credential service provider as defined by NIST. Its component services leverage data provided by the CSP and apply its knowledge and technology through its analysis of the phone, phone number, and other attributes provided at the point of enrollment. These attributes are verified and analyzed against its authoritative data sources. Its policies and processes ensure that this data is managed and handled for only its intended purposes and controls are in line with best of breed privacy and security practices.
Full-Service – 1Kosmos
1Kosmos BlockID Verify and Authenticate provides the ability for users to verify their digital identity. This is done by verifying users two forms of identity using the 1Kosmos BlockID mobile app. A user can achieve an IAL level 2 and also authenticate with an AAL2.
The use cases that Block IAL verification is used for the following:
- User onboarding for Employee Workforce
- Customer KYC for a digital service like Banking, KYC,, Student Registration, Traveler Registration and other similar KYC services

athenahealth has implemented a framework and structure to ensure that any Prescriber using e- prescribing of controlled substance (EPCS) functionality within athenaClinicals has been subject to in- person identity proofing and verification and only issued e-prescribing credentials after achieving identity verification at Assurance Level 3 (AL3), as defined in National Institute of Standards and Technology (NIST) Special Publication 800-63-2.
Prescribers are authorized users of athenaNet, athenahealth’s cloud-based system providing software-as-a-service applications to health care organizations. Prescribers are employees of athenahealth Clients (also referred-to as “Practices”), each Client being bound by a Services Agreement for the provision of services and a Business Associate Agreement (BAA).
The Identity Verification process is limited to Prescribers issuing electronic prescriptions of controlled substances (EPCS) through athenaClinicals. For each Prescriber, the Identity Verification, Account Creation, Account Activation, and EPCS Verification workflows are completed by an employee of the respective Client designated as a Trusted Individual, in conjunction with additional actions required by Approvers (also employees of Client). The particular steps and processes required to complete Identity Verification and related workflows are set forth in athenahealth’s athenaClinicals Credential Policy (C-1802) (CrP) and Credential Service Provider Practice Statement and Procedure (C-1803) (CrPS), with which all Clients, Trusted Individuals, and Approvers are contractually obligated to comply.

Scope of Approval related to Experian’s Identity Proofing service known as Precise IDSM. In combination with Acuant’s AcuFill and AssureID, our solution delivers risk-based identity validation and verification as a Component Service at IAL2.
Precise IDSM is a single-platform hosted Identity Proofing solution delivering risk-based identity validation and verification and authentication at Identity Assurance Levels 2 for clients across multiple government and industry domains, for both initial relationships and changing relationships, where additional client risk requires greater depth of identity verification.
Through our partner Acuant, Experian provides an IAL2-compliant Document Verification offering which provides for extraction of document PII, document verification and physical comparison of the applicant to the picture on the document allowing clients to validate government issued identity documents.
A single Precise IDSM inquiry accesses cross-industry shared application data, credit records, demographic and publicly available data from a variety of screened data sources, both internal and external to Experian. Precise IDSM is fully compliant with both the Gramm-Leach-Bliley Act (GLB) and the Fair Credit Reporting Act (FCRA).
Through a combination of parameters, some determined by legislative obligations (e.g. GLB, FCRA), others by the type of contract Clients select, Precise IDSM delivers a pass or refer recommendation and other identity- related attributes which enable its clients to make informed decisions about whether or not to rely on their Applicant’s identity.

The ID.me ‘Identity Gateway’ service provides persons (“End Users”) with a simple and secure way to verify their identities, attributes, traits, and credentials. ID.me empowers persons to efficiently prove their identity while simultaneously providing assurance to businesses and government agencies that the user’s identity is reliably verified by an authoritative source.
ID.me’s Kantara-Approved Identity Gateway issues and authenticates password-based multi-factor credentials at the ‘Classic’ Levels of Assurance 2 and 3 (LoA2/LoA3 per OMB M-04-04 and NIST SP 800-63 rev.2) and also at the NIST SP 800-63 rev.3 Identity and Authentication Assurance Levels 2 (IAL2 & AAL2). The user is offered a choice between multi-factor alternatives, to suit their needs and convenience.
Under the ‘Classic’ Class of Approval the Identity Gateway provides Unsupervised identity proofing only.
Under the ‘800-63 rev.3’ Class of Approval the Identity Gateway provides the following proofing modes:
- Unsupervised identity proofing;
- Supervised In-person identity proofing, conducted by Trusted Referees;
- Supervised Remote identity proofing, conducted by Trusted Referees.
With both Classes of Approval, users may bring their own FIDO U2F-compatible device.

ID.me’s Identity Gateway was the first Service to which the Kantara Initiative granted the ‘NIST 800-63 rev.3’ Class of Approval.
ID.me protects a user’s identity, while simultaneously providing assurance to businesses and government agencies that the user’s identity and group status are reliably verified by an authoritative source. These assurances allow for participants to confidently complete electronic transactions in a secure environment. Exostar OTP service is a Trusted Single Sign-On Access and Trusted Multi-factor Authentication service.
The Exostar OTP service supports identity and authentication for client-subscribers in relying party domains, using hardware-based OTP tokens, Short Message Service (SMS)-based OTP tokens, Interactive Voice Response (IVR)-based OTP tokens, and software-based tokens provided via smartphone and mobile device applications. Relying party domains include clients in the Aerospace and Defense, Life Sciences and Health Care IT industries.
The Exostar OTP service functions include both the credentialing registration authority system, the identity provider functions, the authentication service and systems to administer and manage the users and credentials. The Exostar OTP Service includes a Secure Access Gateway Management System (SAG MS). Subscriber-users and their attributes are entered, verified, managed and maintained in the SAG MS prior to identity validation and registration for credentials in the Exostar OTP service, which bind their identities to hardware-based OTP tokens, software-based tokens or registered telephone numbers, for use as a second factor authenticator for process requiring two-factor authentication (2FA).

Approved Service – USPS IVS
The United States Postal Service (USPS) Credential Service Provider (CSP) solution provides identity proofing, credential issuance, credential management and authentication services. The CSP performs identity proofing and credential issuance to Level of Assurance 1 (Level 1) to Level of Assurance (Level 2) as defined in the National Institute of Standards and Technology (NIST) Special Publication 800-63-2. In addition, the CSP supports the identity federation concept defined in the National Strategy for Trusted Identities in Cyberspace (NSTIC).
The intended consumer of the credential services is a USPS customer. USPS customers receive a federated identity credential that may be used to access websites and applications provided by USPS and other Relying Parties. Currently, there is no cost to a USPS customer to obtain a credential from the CSP solution.
Personal Identifiable Information (PII) collected by the CSP is encrypted in transmission and protected by mutually authenticated session protocols. At rest, stored PII is also encrypted. In all cases, FIPS 140-2 approved cryptography is utilized.
In the event that the CSP ceases operation, USPS shall continue to protect or will destroy all sensitive data including PII for all customers with Level 1 and Level 2 credentials.
