[WG-P3] Call for Votes: Privacy Statement for the IGF - NEW MOTION

>From my tally (assuming all votes went to the public list), there were
no dissenting votes on this new version.

If that's the case, I'll send this version to Christine who is running
the IGF panel.  Perhaps she can join the next call and give us a debrief
on how it went after the event.
