[KI-LC] A thought about Projects vs Groups

Good questions for the LC to consider Sal.
IPR'd projects under a non IPR's group structure is one possibility I guess.
Or another is that the projects would replace the groups, and the Group
leads constitute the LC somehow.
I think many of the existing rules would still apply, e.g. quantifiable
outputs, charters, the leads being members etc..
Anyway.. food for thought..
