[KI-LC] Kantara CIS - Project Proposal

Hi All,

I'm multi-tasking here.  I want to make clear that this is a publicly
viewable list and KI work (by our charter) is meant to be open and
transparent.  So, appreciate you checking Sal!!, and it is OK to share as
you wish.
