[KI-LC] Proposed Volunteer Fellowship Award

All -

As we have discussed, I'd like to propose that we come up with a way for
the LC to formally recognize contributions by participants who aren't
paid to participate.  The goal of this would be for these truly
volunteer participants to receive some type of official recognition they
can put on their resume to showcase their efforts.

Below is my first draft at a proposed Volunteer Fellowship Award
program.  While all we're proposing at this point is simple recognition
as part of the award, perhaps we can keep looking for sponsors to
underwrite a more substantial award (e.g. a sponsored trip to the next
meeting, etc).

Please let me know what you think so we can try to finalize it by the
Paris meeting.

Volunteer Fellowship Award

Purpose: For the Kantara Initiative Leadership Council To officially
recognize participants for their contributions to Kantara Groups and
Programs who aren't paid to participate, and to provide the participant
with something that can be leveraged as illustrating their dedication to
volunteer efforts.

Eligibility: The nominee must be a voting Participant of a Kantara Work
Group or Discussion Group and who has not previously received the
award.  The contributions made by the nominee must be entirely voluntary
such that the nominee is not paid for their efforts and contributions.

Nomination Process: The Group Leadership can nominate one Participant in
their Group per calendar quarter for the award.  The name should be
submitted to the LC Secretary along with a written description
explaining why the nominee deserves the award.

Decision Process: The LC Secretary will gather all nominations submitted
throughout the calendar quarter and will present them to the LC during
their last scheduled teleconference of the quarter.  The LC will
consider each nomination in isolation from the others, each being
evaluated on it's own merits.  A simple majority of those voting will
determine whether or not to recognize the nominee with the award.  There
can be more than one Volunteer Fellowship awarded per quarter.

Award: After approving the nominated participant, the LC will officially
congratulate the participant and publicly announce the award.  The
awarded participant is then encouraged to list on his/her resume (or
similar list of accomplishments) that they received the "Kantara
Initiative Volunteer Fellowship for YEAR".
