[KI-LC] New LC Call Structure + Group Presentations

All -

On our last teleconference [1] we discussed how the Leadership Council
can improve it's ability to service the needs of the groups.  The clear
consensus was to spend some measure of LC time during each call hearing
from various groups.

We talked through various permutations in how we could accomplish this,
with the end result being that we would maintain the same call schedule
(i.e. every other week), with the same 90-minute estimated duration. 
The difference is that we will design the standard LC business agenda to
fit into the first 60 minutes, reserving the remaining 30 minutes for
group updates.

Rather than each group going around the table on each call updating the
LC, we will schedule one or two groups (or programs) to present.  This
will allow us to announce in advance which group is presenting so that
people (including the broader community) can plan to attend.  The
presentations shouldn't be burdensome, and are intended to provide a
verbal (i.e. no slides necessary) update.  The primary purpose will be
to help the LC identify potential collaboration opportunities
(internally as well as externally) that could benefit the group.

There has also been some discussion of officially adjourning the LC call
after 60 minutes, and recording the updates so that they can be made
available as MP3s for wider distribution.  This would serve multiple
purposes, including the ability to provide the updates to folks unable
to attend as well as being a recruiting tool for the group and Kantara
as a whole.

To start us off, Eve will present an update on the UMA work.  They are
cutting across a number of group borders as well as beginning to build
the bridge to related groups at the IETF.  This will provide an
excellent opportunity for the LC to see what's going on and potentially
lend expertise to facilitate their work.

BTW - I fully intend that we'll learn what works in this new process and
shift as necessary in the coming weeks.  Please let me know how you
think it's going so we can make sure to maximize the value for all
participants.
