[KI-LC] WG reclassifications of participants as non-voting

The good news is that what on Eve's page can all be done in the "Rich-Text"
edit mode so it should not be too hard to duplicate.  (I hope I'm not
spoiling the mystery Eve ;-) )
If any chairs need help using the wiki please don't hesitate to let me know.
