But to my mind we need to have a go at phasing this expenditure across months in a shared spreadsheet.
This '09 year or '10 year approach feels too coarse-grained.

I assume you're talking about 2009 as the UDVPI proposal was for this year.
CW: 2010, per Iain's response, but I do not know the monthly phasing of that bid.

CW: This will be for 2010, say allow 20 hours. This won't finish it by any means, but if we can get it wireframed for 20 hours, members can better see what value it will bring, and whether we continue later in 2010 or publish what we have and put completion on hold. In 2009 all we will do via volunteers is pull together the requirements for the Consent service into some sort of shape>>

CW: So for 2009: we need say, 20 hours consultancy for the web SSO SAML 2.0 eGov Profile V2.0 commencement (allow another 80 in 2010) and 20 hours consultancy for the OpenID/Infocard Profiling commencement (allow another 100 hours in 2010).
