[KI-LC] [BoT] Proposed Change to the Intellectual Property Rights Policy

We were told that "Liberty Option" was objectionable to members.

We are simply trying to succinctly, yet consistently describe the alternatives versus "Royalty-free-with-option-to-revert-to-RAND"
