[KI-LC] [BoT] Proposed Change to the Intellectual Property Rights Policy

I would like to see some form of matrix.  I think that would help the
human to digest the options at an overview.  Then of course they'd get
in to the fully policy to read all the details.  Maybe that's what
others are envisioning as well?
