[KI-LC] Founding Groups Deadline for Approval

All -

On today's LC call, we officially approved the proposed deadline with
one modification:

All submitted charters must be ACCEPTED by the LC Secretary by August 15th.

What this means is that you shouldn't wait until the last minute to
submit your charters, assuming they'll automatically be accepted. 
Typically, charters have gone through a couple of rounds with the
Secretary to ensure alignment with the OP.

I look forward to seeing the founding charters getting off the starting
block.
