[KI-LC] Election requirements for migrating Liberty EGs and SIGs

As reported on today's Leadership Council call, Joni and I did some research
as follow up to the conversation last week about election requirements.
 While not documented in the Operating Procedures since they are general to
the long-term operation of the Kantara Initiative as a whole, the Liberty
Alliance Management Board requested, and the Kantara Initiative Board of
Trustees agreed, to the following provision as part of the terms of joining
in May in order to assure continuity to your work and activities, so
hopefully eases some of your transition needs:
1. Current Liberty Alliance committee and expert group chairs shall have the
option to continue in equivalent leadership positions through 2009, as
indicated in each proposed WG and DG charter on the Kantara Initiative web
site as of May 21, 2009.

What this means is that existing EGs and SIGs who were identified as
migrating to Kantara Initiative as of May 21, 2009, are not required to have
chair elections until January 2010.  Noting that some group names have
changed and evolved since then, at that time the full list included:

5. Identity Assurance and Accreditation
6. IdP Selector
7. ID-WSF Evolution Work Group
8. Japan
9. Liberty Spec Maintenance
