The ANCR WG is focused on Data Governance Interoperability .  A core component to any data processing, a requirement for legal, social consent is a  privacy notice.  For the use of digital identity technologies, a digital privacy Notice record, (aka a privacy log) and Consent receipt, indicating the active state of consent provide both proof of notice (Knowledge) and standardized evidence  of consent.

The Kantara Consent Receipt v1.1 was engineered to capture a privacy notice and policy, to capture the active state of consent (referring to legal justification) and to provide access to privacy rights directly.

To accomplish this, the consent receipt was written to utilize  ISO/IEC 29100  to create a Record of a Privacy Notice to provide evidence of the state of consent, in order to be able to independently assess the validity of the consent state.   If the consent state is valid, and if this valid state is verified with records the individual controls then trust in the state of governance is decentralized from the technology implementation.  

The ANCR WG, after understanding the scale and scope of the dynamic data economy aim to focus on proof of Notice record, (a part of the consent receipt),  which a user agent controls on behalf of the PII Principal, (the Individual). This record, or proof of privacy notice is in critical need for standardization to provide Privacy Assurance (trustworthy data controls) for digital identity management, access management and Trusted Platform Computing.
