  1. I do not understand IRM is ... that is, what is IRM?

I would propose the following, "IRM is the mechanisms that manage the relationship between a subject and the identity the subject presents to a service. The ultimate objective is that IRM allows a service to outsource the function, according to their risk assessment, that asserts that a subject is the right subject to receive the service that they offer."

Subject is used rather than individual to ensure IRM covers both individuals an things.
