[WG-P3] Moving to nominate new co-chairs! (was: Leadership Nominations Confirmed! Reconvening P3!)

I move to nominate Tom Smedinghoff and Colin Soutar as the co-chairs of
P3WG, and will do what I can to support them in that role.
