Process answer (rather than content answer):  I see two places for heavy 
lifting on the appropriateness issue.  The smaller one is in adoption of 
the principle by OECD, while the much larger one would be in translating 
the principle into regulation.  I think KI should spark thoughts for 
OECD, but not necessarily work out the issue fully (in fact, it is 
better not to fully work out the issue, since OECD will need to do its 
own wrestling).
