Also, I do not believe that identity management systems will only be successful if they operate internationally. I suppose it depends on what you mean by “operate,” but in the offline world different entities accept credentials that are trusted by not interoperable. How about the following:
To provide maximum benefits in the global networked environment, such systems need to operate internationally.

In the face of increasing commercial, governmental, and personal transactions over the network, there is a strong need for usable identity management systems protecting privacy and security. Such systems will succeed only if they can operate internationally. Several US and other countries have efforts underway to foster identity community harmonization, and interoperability through the development of open identity specifications, operational frameworks, education programs, and best practices for privacy-respecting, secure access to online services. Our session will focus on privacy issues involved in identity verification, and in the issuance, management and use of digital identity credentials. It will also discuss national and international efforts in the digital identity management space, including the US National Strategy for Trusted Identities in Cyberspace, major European efforts, the Kantara Initiative, and OASIS IDTrust.
