Interesting! But hmm, a "central body" should keep track of info about  
you? I'm not sure I like the sound of that! Ideally, whoever is  
authoritative (which nets out to "whoever has the least incentive to  
lie about it" :-) should host the data. Governments are authoritative  
for some things, and companies are authoritative for other things.  
Since your own brain is authoritative for your preferences and  
choices, you should get to choose who hosts it, and even let multiple  
sites share hosting duties if it suits your fancy. (OAuth makes this  
possible in an interesting fashion, something I addressed recently  
here...)
