As reported on yesterday's IAWG call, Rich Furr has made some *terrific*
progress on the Federation Operator Policy Guidelines. I have just posted
the draft document here:

Rich welcomes feedback and I'm sure we'll be moving toward a schedule to do
some deeper conversation on this document.  Rich and Frank, please advise as
to when we'll put this on the schedule (ie. are we moving to every week
now--so this next Wed?).
