Yes, this is an initiative worth engaging with if we can manage it. <br>
<br>
In policy terms, SPOCS is driven by the Services Directive, which
specifies that appropriate public sector services should be made
accessible to EU citizens regardless of the location of the service
relative to the citizen (for instance, you should not have to travel to
Spain in order to complete the registration of a piece of land there...
you should be able to do it from elsewhere, e.g. by online means). The
Services Directive is a strong impetus behind a great many e-government
services, and of course many of those rely on identity (and
increasingly, cross-border federation). <br>

As one significant example, the requirements for the STORK project (to
have a single virtual authentication gateway per member state) flow
pretty directly from the Services Directive, and is a parallel effort
supporting SPOCS. Another 'sibling' project is PEPPOL - Public Sector
E-Procurement On Line - in which the Norwegian Govt (DIFI) is a major
participant.<br>

In the immediate term, I wonder if one of the Brussels representatives
of a Kantara member could attend the meeting in Cologne - Charlotte
Thornby (Sun) or someone from Karl Cox (Oracle) would be good
candidates...<br>
