[KI-LC] Charter submission for proposed Open Source Work Group

Please find attached a new charter for a proposed Open Source Work Group.  I have accepted the charter as meeting basic LC requirements, and we now start a 30-day clock by which the LC must review and vote on approving the charter.  Please feel free to review as soon as practicable, and send comments by reply-all; the proposed chair of the new group is cc'd.

Since we have a fair number of days before our next meeting for reviewing time, if our chair is in agreement I'll suggest that we try and hold a vote at our meeting next Wednesday Jan 19 in order to avoid group launch delays (note that I can't attend that meeting!).  If we don't reach quorum at that time, but feel generally comfortable that the LC is ready to hold a vote, we can kick off an electronic ballot.  Alternatively, we can wait until February 2 to hold a vote during a meeting.  The 30-day clock runs out on February 14, so we could even begin an e-ballot after the Feb 2 meeting if necessary.
