[KI-LC] Proposal for Outside Funding for WGs/DGs

Just one quick question about the wording: what is an "actively
chartered work group"?
(What is a chartered work group which is not "actively chartered"? - Are
there passively or inactively chartered WGs?
Or is what's meant "Chartered and active work groups", in the sense of
work groups which have an active membership, calls, work plan,
deliverables etc...?
