[KI-LC] Proposal for Outside Funding for WGs/DGs

Kantara has done this already, more than once.  LC should know this as well as anyone since the proposals to do this came through the LC prior to being approved by the Trustees.  One example: ISOC outside funding as "match" to Kantara funding for the InfoSharing WG research project.  Another example: the big event next Monday at RSA is co-funded by outside sponsors to a significant amount.

What problem is LC trying to solve by chartering this new "Funding Proposal Committee"?
