[KI-LC] Something for Chairs to consider re: the Portland Meetings

There is something else special about tomorrow's deadline I want all the chairs to know.  This is the time in any meeting planning cycle where we decide whether or not we are concerned about low attendance.  We know folks tend to register at the last minute so we don't get worked up about low attendance figures until we hit the end of "early bird" registration.  At this point, anyone who didn't register is likely to not ever register, because why pay more?

So, I encourage the LC to consider carefully the impact of running WG meetings that do not achieve quorum.  Personally, I would discourage it.  So if a Chair finds out from Dervla that their WG will not achieve a quorum I think you have to ask yourself if you still want to hold the meeting, and what you hope to achieve from it since you will not be able to conduce business.

The hybrid option:
Some of you may find it valuable to operation a hybrid meeting with attendees participating remotely.  It may be well worth the cost and effort from everyone involved (including the organization) to do this if the work of those "on location" is going to benefit significantly from being in the same room together, even if that WG won't achieve quorum without the folks on the phone.  I, personally, would *not* discourage anyone from running this kind of hybrid meeting if you have the critical mass on location to make it worthwhile.

So, in conclusion, please assess your quorum count tomorrow using data from Dervla and decide what you can/should do about this opportunity presented to us by Intel to host our meetings in March.
