[KI-LC] Fwd: [Staff] UMA F2F before IIW

Following this thread, I've attached the proposed procedure document for
handling events like the UMA meeting before IIW next week.
Give it a read and see if you spot any issues needing to be addressed.
Otherwise, it'd be great to feed Eve's reaction post-event into it so we
can create a process doc for the wiki.
Any thoughts?
