[KI-LC] [BoT] Proposed Change to the Intellectual Property Rights Policy

I see no distinction between the possibility of the name misrepresenting
the obligations versus a footnote doing the same.
The original objection that motivated this exercise was to the string
'Liberty', not to the concept of semantic descriptors.
