I wanted to let you know that I raised your request at the last Leadership Council meeting.
While there is no exact 1:1 match with your requests to the work underway in the 15 work groups already in play, there is the potential to do part-parcels of work in some. For instance, the attributes in end user Certs could be of interest to Info Sharing WG , but they would need technical input from you guys at the very least. P3 WG might be able to take a look at Identifiers, but stop well short of specifying a construction.
Of course, you could set up a WG to do the work in Kantara, and of course funding $$ will always speak for themselves when it comes to making strong progress in a reduced timeframe. There must be similar requirements for this work form other parts of Europe, given the context you described, but it is a matter of locating them and bringing them to the table.
