Decisions regarding the framing of the PAC draft for the US Fed Profile

1. The guidance will be based on a minimum set of privacy protections for information in an identity credential regardless of the associated Level of Assurance (LOA)
2. The privacy criteria and the related assessment guidance apply to all attributes that are issued with the credential
